Many people have commented on our current attitudes towards women and how they contribute to the crimes. Right. They have also argued the need for social reforms. Right again.
In our obsession with the so called reforms, we have forgotten social reforms completely. We are still a very very feudal society. Add to that the culture of entitlements and sops. Where are the social reformers like Raja Ram Mohan Roy, Gopal Krishma Gokhale, Agarkar, and many others who made people think many generations back?
It is not the job of the government to reform society. Its job is to enforce laws. Politicians and media will only exploit what is there in our feudal society as expert marketers that they are. This is what we see. Social reforms, social agenda have to come from somewhere else. Only public opinion shaped thus will cause the governments to do something meaningful. If we continue to outsource social reforms and philanthropy to the government we are destined to sink further.
As people who revel in breaking every law, we demand tougher laws. The government which can’t or doesn’t intend to enforce law uniformly finds it convenient to accept demands for tough laws. Then the courts take forever for justice. Tough luck, if we just join the chorus for tough laws.

Direct cash transfers by themselves will do little. The Aadhar project is ambitious and unique. It will take time for the country to be covered.
There must be foolproof identification of desired beneficiaries. For reducing waste and theft in subsidies and help to the poor, an easily accessible ATM-type bank network must be in place. Mere cash transfers without a supporting banking system and means for identifying target beneficiaries will take us nowhere. Village power-hierarchies of caste and community must not come in the way. Social audits must be by trained people with immediate resultant actions.

The real game is to tell people that the Congress is the benefactor and that Congress people can decide who gets the cash.
